President James Hodge president@tcsoa.org James attended Del Valle High School and went on to attend Howard Payne University where he received his Bachelor of Science degree in sociology. James also received a full scholarship to play football. After college he took a job with the City of Austin as a jailer in February of 1987. When the city consolidated with Travis County in 1988, he became a TCSO corrections officer. James has a wide range of experience within the corrections bureau. He has served on several committees including the Disciplinary Review Committee, Promotional Board Team and the Commissary Review Committee. He is certified as a Master Jailer and a Master Peace Officer. He has served Travis County for 23 years.
In addition to his duties as President of TCSOA, he is currently serving as the regional director for CLEAT Region 8B, which includes the Central Texas area from Waco, Travis County and all the way to Lockhart POA.
His vision for TCSOA is to increase membership, become more organized and unified through increased participation of members. Before his tenure as president expires, he would like to see a new sick leave bill passed.
Vice President Frank McIntyre vicepresident@tcsoa.org Frank was born and raised in the Republic of Panama and after graduation from high school he enlisted in the US Army. Frank served in Viet Nam amongst other choice assignments and not so choice assignments. Culminating his assignments was with the Army Air Defense Command in Germany and Israel during Dessert Storm, then retiring after 24 years with the rank of Master Sergeant. Frank did a short one year term with Burns International Security Service Company as a Security Personnel Specialist, previous to his employment with the Travis County Sheriff's Office.
Frank started out as a Cadet Corrections Officer working in Building 1, 2, 3 and 4, to include "Tent City", then moved to the Convicted Offenders Re-Entry Effort (C.O.R.E.) as a Corrections Drill Instructor for approximately 4 years, concurrently serving as an Adjunct Instructor at the Travis County Sheriff's Office Training Academy. Frank then transferred to the Transportation Section, still serving as an Adjunct Instructor at the academy. Frank then transferred to the Travis County Sheriff's Office Training Academy as a Staff Instructor and COBRA Coordinator. In that capacity he received numerous instructor certifications, taught and instructed many COBRA classes.
Currently Frank is serving with the Travis County Sheriff's Office Crisis Intervention Team (Previously known as the Mental Health Unit) and also a founding and current member of the Travis County Sheriff's Office Hostage/Crisis Negotiation Team. Frank also continues to be an Adjunct Instructor with the TCSO Training Academy and also the Capital Area Council of Governments Law Enforcement Academy. Frank holds a Master Jailer Proficiency Certification and an Advanced Peace Officer Certification. Frank has been a member of the Travis County Sheriff's Officers Association, CLEAT and still proudly serving the Travis County Sheriff's Office for the past 15 years.
Treasurer Melissa Duran treasurer@tcsoa.org Melissa began her career with the Travis County Sheriff's Office in January 1995. She was assigned to Records in Del Valle from January 1995 - February 2000, when she promoted to Officer. After promotion, Melissa was assigned to Building 3 where she completed 2 1/2 years. In January 2001 Melissa attended BPOC through the Sheriff's Academy where she obtained her Peace Officers license. In 2004 Melissa was assigned to ISD/Work Release where she completed 2.5 years before being reassigned back to Building 3. At this time Melissa completed another 2.5 years at Building 3. In April of 2008 after a boarding process Melissa was accepted to the Prisoner Transport section where she is presently assigned. Melissa recently received the officer of the year award from CLEAT region 8B for her outstanding work in recruiting over 100 members in 2009.
Melissa currently holds both an advanced Jailers and Peace Officers certification. Melissa has faithfully served as Treasuer for TCSOA for the past 3 years and has been a member of the Travis County Sheriff's Officer's Association and CLEAT for the past 10 years.
Melissa is a proud parent of a wonderful 5 year old young man.
Secretary Raul Quiroga secretary@tcsoa.org Raul has been employed with the Sheriff's Ofice for 22 years. He started in the Old Jail. He worked as an Officer at TCJ, Recreation and Transport. As a Sergeant, he has worked in Building 1 and Complex Security. He has been a member of TCSOA since the beginning. Raul has served as a Board Member for the past 6 years.
Place 1 Nate Gillespie place1@tcsoa.org Nate graduated from John H. Reagan High School and went on to attend Temple Junior College where he received his Certificate of Completion and Associates of Arts Degree in Criminal Justice. He moved on to Langston University and Southwest Texas State University and continued his studies in Criminal Justice. He was named to the Dean's List for Academic Excellence and to "Who's Who Among College Students in America."
He began his career with the Travis County Sheriff's Office in 1988 at TCJ where he worked for 6 years. He promoted to Sergeant in 1995. His first assignment as a Sergeant was in Building 4/Honors. He received his Basic Peace Officer Certification in June 1996. He has also obtained his Master Jailers Certification. In Addition to Building 4/Honors, he has also been a Sergeant in ISD, Complex Security, Central Booking, Transportation and currently the Travis County Jail. He was certified as a FTO Coordinator / Program Builder in June 2004. He has been appointed and served on several committees including the Training Advisory Board, the Vehicle User's Committee, the Corrections Oral Board Team, the Commissary Review Committee and FTO Coordinator.
He is active in the community and has participated / contributed to projects such as, "Granny's House", Shattered Dream's, Feed the Children, Amateur Athletic Union and the Mid-America Youth Basketball Association as a basketball coach.

Place 3 Phillip Vidouria place3@tcsoa.org
Phillip is a life long resident of Austin. In 1988, he graduated from Crockett High School located in South Austin. He immediately joined the U.S. Navy and was sent to Norfolk, Virginia. While in the U. S. Navy, he attended school and was trained to detect and track all air, surface and subsurface contacts. Out of a class of 180 men and women from across the country, Phillip finished 4th. He was given the distinguished honor of being assigned to a pre-commissioning unit. He served in Desert Shield and the Desert Storm War, also known as the Persian Gulf War. He earned several medals while over seas and made two West Packs. He completed his tour of duty in 1992 and returned to Austin,Tx where he later joined the reserves.
He enrolled in Austin Community College in 1992 and earned an Associates Degree in Criminal Justice a few years later. He started his career with the Travis County Sheriff's Office in 1994 and was certified as a Peace Officer in 1999. He has also obtained his Master Jailer's license. He has served Travis County for the past 16 years. Phillip also has a wonderful, loving wife (Ninfa) who supports him as well as TCSOA.

Tim Klatt
place4@tcsoa.org Tim was born and raised in Califorina. He entered the U. S. Air Force in 1974 where he entered into Law Enforcement. During his 20 years in the Air Force he served as a law enforcement Patrolman, Instructor, Master Instructor, Supervisor, and Instructor supervisor. In 1985 Tim joined the Air Force Office Of Special Investigations as a Special Agent where he worked mainly Narcotics and as well as other Major Crimes. Tim served assignments at Williams AFB, AZ, Rhein Main AB, Germany, Lackland AFB, TX, Kunsan AB, Korea, March AFB, CA, Bergstrom AFB, TX, Incirlik AB, Turkey, Wurtsmoth AFB, MI, and Little Rock AFB, AR. Tim Retired in 1994 and immediately joined the Travis County Sheriff's Office as a Corrections Officer. Tim has worked assignments at TCJ (7 years), Bldg 3 (4 months), and Central Booking (7 years).
Tim has served as a place representative 3 times with TCSOA, once elected and twice appointed completing unfinished terms of other members. Tim has been a member of TCSOA and CLEAT since 1998.
Tim's goal is to represent TCSOA members to help make the Travis County Sheriff's Office a better place to work where the staff are proud to serve, and the citizens of Travis County are proud of our service and enthusiastic about taking care of those who serve. The most important message Tim can pass to the members is that TCSOA is a member run organization which, to be effective, must have the participation of all members. Help us to better serve you...
